Article 1. Standard Traffic Ordinance
There is hereby incorporated by reference for the purpose of regulating traffic upon the highways of the City that certain standard traffic ordinance known as "Standard Traffic Ordinance for Kansas Cities," Edition of 2024, prepared and published in book form by the League of Kansas Municipalities, Topeka, Kansas, save and except for such articles, sections, parts or portions as are hereafter omitted, deleted, modified or changed. No fewer than three copies of said Standard Ordinance shall be marked or stamped "Official Copy as Adopted by Ordinance No. 04-2024 of the City of Peabody, Kansas," with all sections or portions thereof intended to be omitted, deleted, modified or changed clearly marked to show any such omissions, deletions, modifications or changes, and to which shall be attached a copy of this ordinance and filed with the City Clerk to be open for inspection and available to the public at all reasonable hours. The police department, municipal judge, and all administrative departments of the City charged with the enforcement of this ordinance shall be supplied, at the cost of the City, such number of official copies of such Standard Traffic Ordinance similarly marked as may be deemed expedient.

Section 33 of the Standard Traffic Ordinance entitled “Maximum Speed Limits” shall be amended to read as follows:
Section 33. Maximum speed limits.
(a) Except as provided in subsections (b) and (c), and except when a special hazard exists that requires a lower speed for compliance with Section 32, the limits specified in this subsection or established as authorized by law shall be maximum lawful speeds, and no person shall operate a vehicle at a speed in excess of such maximum limits:
(1) 20 miles per hour in any business district;
(2) 30 miles per hour in any residential district;
(3) 15 miles per hour in the City Park;
(4) 15 miles per hour in all School Zones;
(5) 55 miles per hour in all other locations.
(6) 20 miles per hour on 2nd Street from Vine Street to Locust Street;
(7) 20 miles per hour on Locust Street from Spring Creek bridge to 3rd Street;
(8) 20 miles per hour on Division Street between Poplar Street and Locust Street;
(9) 30 miles per hour on 9th Street from Nighthawk Road to Old Mill Road.
(b) The governing body of the City may from time to time establish speed limits as to particular streets or roadways within the City specifying maximum speed limits that are greater or less than the rates set forth in subsection (a), which such specified limits shall become effective upon their adoption and upon the posting of signs giving notice thereof.
(c) No person shall drive a school bus to or from school or interschool or intra-school functions or activities at a speed greater than 45 miles per hour on any street or roadway having a dirt, sand or gravel surface, and in no event shall a school bus be driven to or from school or interschool or intra-school functions or activities in excess of 55 miles per hour, notwithstanding any maximum speed limit in excess thereof. The provisions of this subsection relating to school buses shall apply to buses used for the transportation of students enrolled in community colleges or area vocational schools when such buses are transporting students to or from school or interschool or intra-school functions or activities.
(d) The maximum speed limits in this section may be altered as authorized in K.S.A. 8-1559 and 8-1560, and amendments thereto.

No person, except those expressly exempted, shall drive any motorcycle, motor-driven cycle, motorized bicycle or autocycle upon any highway or street in this city unless such person has a valid driver’s license and said driver’s license is rated for motorcycles or has a class “M” endorsement. Violation of this section is punishable by fine of not more than $1000.00 or by imprisonment for not more than six months or both fine and imprisonment.
